What Amazon's notification says
“Your Business Hour Delivery Rate is below the 90% requirement for Amazon Business shipments”
Fewer than 90% of your seller-fulfilled shipments to Amazon Business customers arrived during the buyer's operating hours, measured over a rolling 14 days.
This is not an appeal. It is a metric with a correction window: below 90% on 30 September 2026 you get a notification, and if it is not corrected by 30 October your seller-fulfilled offers are turned off for Amazon Business customers only. Fix the inputs and wait for the window to roll.
You almost certainly do not need a Plan of Action for this.
BHDR is a performance metric with a built-in correction period, and the consequence is your Amazon Business offers rather than your account. Amazon has named the fix: Automated Handling Time, Shipping Settings Automation and Amazon Buy Shipping used together. Turn those on, check whether your Business orders concentrate in service levels that deliver in the evening, and correct it before 30 October. Buying an appeal package for this would be buying the wrong thing.
| Attribute | On-Time Delivery Rate (OTDR) | Business Hour Delivery Rate (BHDR) |
|---|---|---|
| Measures | Seller-fulfilled orders delivered by the promise date | Seller-fulfilled orders to Amazon Business customers delivered during the buyer's operating hours |
| Target | 90% | 90% |
| Window | Ongoing | Rolling 14 days |
| Applies to | All seller-fulfilled orders | Amazon Business orders only. FBA and retail excluded |
| In force | Now. Enforcement narrowed 28 February 2026 | 30 September 2026 (US, UK, Germany) |
| What happens | The listings contributing most to the drop are deactivated. All seller-fulfilled listings, if you are significantly below or repeatedly miss | Notification first. Not corrected by 30 October, seller-fulfilled offers are turned off for Business customers |
| Account at risk | Only in persistent or significant cases | No |
Do not call these “the 90% supplier score”. They are two rules with different scopes, and using the wrong name in an appeal signals you did not read the notice.

Business Hour Delivery Rate must reach 90% from 30 September 2026. There is no argument to make here — only inputs to change. Turn on the three tools Amazon named, then wait for the 14-day window to roll past the bad days.
A Plan of Action for this violation has to address these specifics. Vague answers here are the most common reason a well-intentioned appeal is denied.
The free check reads your notification and tells you whether this is Business Hour Delivery Rate, On-Time Delivery Rate, or a policy violation that happens to mention delivery. Those need three different responses, and only the last one needs a document from us. If yours is the first, the check will say so and you pay nothing.

Treating a performance metric as a policy violation and filing a Plan of Action Arguing the shipment was on time — BHDR is about the hour of arrival, not the promise date Blaming the carrier without changing handling time, service level or shipping settings
The free readiness check takes about five minutes and gives you a score with every blocker named. If you buy the Complete Appeal Package it is generated and emailed to you in about 60 seconds. An agency typically takes three to fourteen days.
